Personal health data are among the most sensitive in terms of an individual’s privacy. Such data are also essential to helping make health systems more efficient, improving patient outcomes and developing new treatments. Non-fragmented and robust health data governance systems play a key role in enabling safe access to data. This indicator measures the extent to which national health datasets may be shared with domestic and international stakeholders. The indicator value is 100% when all national health datasets may be shared with all stakeholder groups.
